Utah Charter Schools Program (CSP)

Review Process

Your CSP Subgrant application will be evaluated by a Peer Review Committee to ensure a fair and thorough review. Each application is assessed using a scoring rubric that measures clarity, quality, and completeness. The review process also considers how well your proposed plans align with program goals and whether they are feasible and sustainable.

Who Reviews Your Application?

The Peer Review Committee is made up of experts in charter school operations, governance, law, authorization, and parent engagement. To be considered for funding, applicants must earn at least 90 out of 102 possible points. Each section of the application outlines required elements, with points divided into base and competitive preference categories. The Scoring Rubric provides specific details on how applications are evaluated.

How Your Application Is Scored

Reviewers evaluate strategies that promote equity and accessibility, ensuring that all students, including those from underserved populations, are considered. Your governance structure and financial management plans will also be carefully reviewed. Scores are assigned based on the evidence provided in your application, using the rubric as a guide.

What to Expect During the Review Process

1. Application Review in Survey Monkey Apply:

  • Applications are reviewed in the Survey Monkey Apply platform.
  • Reviewers examine all submitted documents to ensure completeness.
  • The Scoring Rubric is used to evaluate each section.
  • Reviewers provide comments and justifications for their scores.

2. Capacity Interview:

  • After the initial review, applicants will participate in a capacity interview via Zoom.
  • The interview allows the committee to assess your readiness to implement your proposed activities.
  • You may be asked about:
    • Your vision and goals for the proposed charter school or expansion
    • Strategies for long-term financial and operational stability
    • Governance structure and leadership capacity
    • Plans for equity, accessibility, and student support services
    • Stakeholder engagement, including parent and community involvement

Final Funding Decisions
