The UCSP team is committed to providing tailored support to ensure that all subgrantees have the resources and guidance needed for a successful grant outcome.

As part of the CSP subgrant application process, all applicants must complete a self-risk assessment. 

Post-Award Phase: Risk Level Determination and Support

Once a subgrant is awarded, UCSP staff will evaluate the risk assessment to determine the level of support each subgrantee will require. :

Level 1: One-on-One Mentoring

  • Subgrantees requiring significant individualized support will receive direct one-on-one mentoring from UCSP grant staff.
  • This will include personalized guidance, regular check-ins, and hands-on assistance to address grant-related challenges.

Level 2: Monitoring by UAPCS Staff

  • Subgrantees requiring additional oversight will be assigned a UCSP staff member for periodic monitoring.
  • This will involve structured reviews, progress assessments, and compliance checks to ensure effective grant execution.

Level 3: Group Technical Assistance (TA)

  • Subgrantees with common areas of need will participate in structured group technical assistance sessions.
  • These sessions will focus on targeted training, peer learning, and best practices to support successful grant implementation.

1.   Monitoring from the UCSP team will be ongoing throughout the grant period and will cover, but is not limited to, the following areas:

  • Assurances
  • Definition of charter school
  • Fiscal controls
  • Management organization contracts
  • Meeting the educational needs of children with disabilities
  • Meeting the educational needs of English learners
  • Open meetings and records
  • School racial and socio-economic diversity and/or desegregation requirements
  • Subgrantees publishing required data on their websites
  • Subgrant performance
  • Transportation needs
  • Use of funds

2.   Grantees agree to fully participate in and support these necessary activities.

  • Conduct quarterly fiscal and programmatic desk reviews. 
  • On-site visitations will occur to ensure subgrantees are meeting benchmark goals. 
  • The UAPCS CSP team will regularly monitor subgrantees to ensure that they adhere to federal rules and regulations.
  • The UAPCS CSP team will conduct at least quarterly reviews, which will include a full review of all available data concerning academic, operational, and fiscal performance. 
  • The UAPCS CSP team will also implement a plan and procedure to identify and notify subgrantees of compliance issues related to their CSP subgrant in order and to tailor technical assistance to the specific needs of subgrantees.
  • A site visit beginning in the implementation period of the grant will be conducted. Attendance at charter school board meetings will also be a form of monitoring.
  • Additional monitoring activities may include:
    • Collect, review, and approve each CSP subgrant budget;  
    • Review subgrantee spending reports and compile a running report of all CSP expenditures; 
    • Monitor for timely drawdown of subgrant funds and compliance concerning allowable uses of funding; 
    • Receive and review budget revisions as requested, along with other duties.

If substantial progress, as determined by the SCSB readiness check list,  is not made toward achieving the goals outlined in the awarded CSP subgrant application, future funding may be denied.
