Charter School Pre-Application Planning Guide

Our goal is to ensure that boards are fully informed and prepared for the charter school application process. This support is made possible by a grant from the State Charter School Board.  Below is a list of key considerations for prospective charter school applicants:

Assemble a Strong Governing Board

  • A well-rounded governing board with diverse expertise (education, finance, legal, operations) is critical to guide the school.
  • Things to Consider: Explore potential board members' roles and responsibilities, governance training, and conflict-of-interest policies.

Develop a Clear Mission and Vision

  • Clearly defining the educational goals, the student population served, and the school's unique offerings is essential for shaping its identity and purpose.
  • Things to Consider: Outline the school’s mission, vision, and the specific needs the school will address.

Understand the Charter Application Requirements

  • Each charter authorizer will have specific application guidelines and timelines that must be followed closely. 
  • Things to Consider: Familiarize yourself with the authorizer’s expectations, including application timelines, educational philosophy, curriculum framework, and compliance with laws.

Conduct Market Research and Community Engagement

  • Demonstrating demand and support from the community is crucial for long-term sustainability and gaining approval.
  • Things to Consider: Explore the community’s needs, gather preliminary support, and outline enrollment projections, including those of the local school district.

Develop a Preliminary Budget and Financial Plan

  • A basic financial outline ensures that the school can demonstrate early planning for sustainability and financial viability.
  • Things to Consider: Explore initial start-up costs, funding sources, and operational expenses. Ensure that financial compliance and audits are considered. Check with UAPCS about availability of funding from the federal CSP (Charter Schools Program) grant.

Identify Potential Location or Facility

  • Considering locations that aligns with the school’s mission and local regulations is critical to operational success.
  • Things to Consider: Explore potential facility options, including building, leasing or purchasing, zoning regulations, and necessary renovations.

Understand Legal and Regulatory Requirements

Outline Curriculum and Instructional Approach

  • A preliminary curriculum plan aligned with state standards shows thoughtful preparation for educational outcomes and regulatory requirements.
  • Things to Consider: Outline potential curriculum materials, explore instructional strategies, and consider how special populations (e.g., special education, English learners) will be supported.

Plan for Leadership and Staffing

  • Strong leadership and a qualified staff are key to the success of the school, ensuring that the school's mission and goals are effectively carried out.
  • Things to Consider: Explore the qualifications needed for school leadership (e.g., principal, administrators) and teaching staff. Plan recruitment strategies, and plans for staff retention.

Consider Operational and Administrative Needs

  • Proper planning for day-to-day operations ensures the school runs smoothly from its opening day.
  • Things to Consider: Outline operational needs, including student enrollment processes, technology infrastructure, transportation, food services, and compliance with health and safety regulations.
